Hilda Morris New Sole Source Authority for WOSB Program Ready to Go. The WOSB Procurement Program’s new sole source authority can be used today, according to SBA’s Sean. While October 14 is the official date that sole source contracting starts in the women’s procurement program, Mr. Crean has been encouraging contracting officers to “lean forward” and use the new rules before the official October date. Mr. Crean, Director of the Office of Government Contracting at SBA, also detailed how women business owners can work with contracting officers to use the newly established sole source authority. For example, Mr. Crean stated sole source contracts could be awarded if only one suitable WOSB was expected to respond. He also stressed the importance of being eligible – with registrations on, in the SBA WOSB repository, and being a responsible contractor offering fair and reasonable prices.
